Small Business Knowledge Portal

The NASA Office of Small Business Programs offers a series of webinars with in-depth training relevant to small businesses. These webinars will provide the opportunity to ask questions directly to key points of contacts at the Agency. In addition, our podcast series explores a wide range of topics from NASA and other agencies to determine how they see the small business program and what small businesses can do to support them.

Charles T. Williams

Mr. Charles “Chuck” Williams currently serves as a Program Manager for the National Aeronautics and Space Administration’s (NASA’s) Office of Small Business Programs

(OSBP) in Washington, DC. Mr. Williams Joined the HQ OSBP in March of 2018. Mr. Williams oversees the Agency’s SDB\8(a) Program, Small Business Technical Adivisorys\Small Business Technical Coordinators Program, and serves as the Liaison to the Office of Procurement and the Office of the General Counsel, as well as the SBA Scorecard Manager. In addition, Mr. Williams serves as the Program Manager for NASA’s Shared Services Center in Mississippi, Stennis Space Center in Mississippi, Glenn Research Center in Cleveland, OH and Goddard Space Flight Center in Greenbelt, MD.

As a Program Manager, Mr. Williams is responsible for providing small business guidance by presenting and interpreting Federal and Agency-wide policy to NASA Centers, external Government agencies, and Industry. Mr. Williams has an Electrical Engineering Dregree and is responsible for the development of guidance and police to implement the Small Business Technical coordinators program as well as engaging the Center Technical Advisorys in the Small Business Program.

Mr. Williams began his career with NASA in August 2006 at the Johnson Space Center (JSC) were he served as the Senior Small Business Specialist, the Center Technical Advisor, and the POC for the JSC Mentor Protégé Program. While at JSC Mr. Williams was responsible for ensuring JSC is in compliance with applicable Small Business statues, regulations, and guidelines; developing JCS’s Center Level Small Business Goals, reporting on the accomplishment of those goals, and helping to develop recommended goals that are included in Request For Proposals. His Office is also responsible for identifying potential opportunities that could be set aside for Small Businesses. As the Center Technical Advisor Charles works directly with Program Offices and Directorates to identify potential work that can be set aside for small businesses and assist other Center Small Business Specialists in determining the extent to which small businesses can perform contracts and particularly on high technology contracts.

 

Tabisa “Tabi” Taliwaku Kalisa


Mrs. Tabisa “Tabi” Taliwaku Kalisa currently serves as a Program Manager for the National Aeronautics and Space Administration’s (NASA’s) Office of Small Business Programs (OSBP) in Washington, DC. Mrs. Kalisa oversees the Agency’s Woman-Owned Small Business, Historically Underutilized Business Zone concerns, Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) and the Agency’s Mentor-Protégé Program. In addition, Mrs. Kalisa serves as the Program Manager for NASA’s Ames Research Center and Armstrong Flight Research Center in California, Glenn Research Center in Ohio, Langley Research Center in Virginia and Kennedy Space Center in Florida.

As a Program Manager, Mrs. Kalisa provides small business guidance by presenting and interpreting Federal and Agency-wide policy to NASA Centers, external Government agencies, and Industry. As the Communication and Social Media Manager, she is responsible for the development and implementation of all OSBP external communications and social media strategy, including website content development. With her oversight of collateral design and production OSBP’s outreach materials have received multiple Communicator Awards, honoring excellence in marketing and communication. Since she joined NASA OSBP in 2006, her responsibilities have included overseeing the Agency’s small business prime and subcontracting goaling metrics and the OSBP budget. Mrs. Kalisa has received numerous awards during her NASA career including a NASA Early Achievement Medal, a NASA Agency Exceptional Achievement Medal, a NASA Agency Honor Award, and a NASA Headquarters Honor Award.

Mrs. Kalisa started working in the Federal Government small business arena in 2003 by providing support to the Department of the Army’s Office of Small Business Programs Mentor-Protégé Program at the Pentagon. A year later, she transitioned to providing support to the Department of Defense’s Office of Small Business Programs Mentor-Protégé Program and Indian Incentive Program.

 

Glenn Delgado

Mr. Glenn A. Delgado is the Associate Administrator of the Office of Small Business Programs at the National Aeronautics and Space Administration. As the Associate Administrator, Mr. Delgado provides executive leadership and policy direction for developing and implementing policies and initiatives throughout NASA to ensure that all categories of small businesses are afforded opportunities to compete for Agency contracts. Since Mr. Delgado’s arrival at NASA, the dollars awarded to small businesses have increased significantly from fiscal year (FY) 2007 until now. At the end of FY 2017, NASA awarded $2.7 billion directly to small businesses. NASA has seen a 28% increase in direct awards which equates to approximately $769M to small businesses.

During his tenure as Associate Administrator, Mr. Delgado served as the Chairman of the Executive Committee of the Federal Office of Small and Disadvantaged Business Utilization (OSDBU) Directors Council for several years. He also continues to lead his team in a collaborative project with the Office of General Counsel and Office of Procurement to publish several new policies, contract clauses, and NASA Federal Acquisition Regulation (FAR) Supplement changes that were beneficial to the Agency’s small business programs. The Small Business Administration (SBA) has recognized several new policies/procedures that NASA implemented for its small business program as a Federal Government Best Practice.

In 2010, Mr. Delgado received the second-highest award bestowed by NASA, the NASA Outstanding Leadership Medal. He received this award for his innovative practices and outstanding stewardship of NASA’s small business programs in supporting the Agency’s mission, goals, and objectives. In September 2010, the Congressional Black Caucus honored him with the 2010 Small Business Champion Living Legends award. In July 2013, Mr. Delgado was presented with NASA Exceptional Service Medal. Mr. Delgado’s career success was recognized in FY 2014 with the second highest annual award given to career Senior Executive Service members, the President Rank Award of Meritorious Executive. In 2016, Mr. Delgado also received the Special Act Award and Mentoring Award, a NASA Headquarters’ Honors Award.

Prior to Mr. Delgado’s appointment to NASA, he served as the Director of Small Business for the Naval Air Systems Command (NAVAIR) and the Acting Director of the Department of the Navy’s Office of Small Business Programs. He has over 35 years of acquisition experience. While at NAVAIR, he worked on several major weapon system programs and served as the Procuring Contracting Officer (PCO) for the A-6, EA-6B, and F/A- 18 C/D aircraft.

In September 2006, Mr. Delgado was awarded the Superior Civilian Service medal, the second-highest award that can be presented to a civilian in the Navy, for his exceptional service to the Navy Small Business Programs Office. Mr. Delgado was also awarded two Department of the Navy Meritorious Civilian Service medals (1996 and 2000) for his innovative approaches in the acquisition process while serving as a PCO for the EA-6B aircraft and for his performance as the Director of Small Business at NAVAIR. Mr. Delgado also received the Department of the Navy Competition and Procurement Excellence Award.

Mr. Delgado earned his B.S. from the University of New Hampshire and his M.B.A. from Marymount University. He is Level III- certified in Acquisition Professional field of Contracting and a member of the Acquisition Professional Community.
